In Belgium the right to secrecy of journalistic sources is also guaranteed for bloggers. On July 7, 2006 the Constitutional Court of Belgium has lifted the discrimination between paid and unpaid journalists concerning the right to secrecy of journlistic sources writing this arrest. On the European level the Council of Europe states:
“The constant developments in the information society give Council of Europe the challenge of defending and maintaining its fundamental principles in new environments. While pursuing its important efforts in “traditional” media and their role in the democratic process, the Steering Committee on Media and New Communication Services (CDMC) is also working on freedom of expression in the complex context of the new communications services.”
The Council pubished some guidelines on protecting freedom of expression and information in times of crisis, adopted by the Committee of Ministers on 27 September 2007
